U.S. taxes for Americans in Sweden: what to file, and how to catch up.
Americans in Sweden still file a U.S. return every year, but Swedish tax rates usually mean little or no U.S. tax on wages once credits apply. The traps are Sweden’s tax-favored savings accounts, like the ISK, and Swedish funds, which the IRS sees very differently. Most people who fell behind can catch up under the Streamlined procedures, with no penalty if they qualify.
Sound familiar?
- You save in an ISK because it’s simple and tax-efficient in Sweden.
- Your employer pays into an occupational pension (tjänstepension) for you.
- You were born in the U.S. to Swedish parents and moved back.
- Your Swedish bank asked about your U.S. citizenship.
How does the IRS treat the ISK, pensions and other Swedish accounts?
Every one of these goes on your FBAR. What differs is how the IRS taxes them.
| Account | U.S. treatment | |
|---|---|---|
| ISK (investeringssparkonto) | Sweden taxes it on an assumed return. For the U.S., actual dividends and gains are taxable, and funds inside are usually PFICs. Whether the ISK tax counts toward your credit isn’t settled. | Watch out |
| Kapitalförsäkring | Insurance with investments inside. The funds can be PFICs, and growth may be taxable for the U.S. | Watch out |
| Occupational pension (tjänstepension) | Could be taxable for the U.S. as it builds up, depending on the plan; the rules aren’t settled. | Check first |
| Public pension (allmän pension) | Under the treaty, only Sweden can tax it, even for U.S. citizens. | Usually fine |
| Swedish funds | Usually PFICs (Form 8621), with complex reporting and tax rules. | Watch out |
| Selling your home | The U.S. excludes up to $250,000 of gain on a main home ($500,000 for couples), measured in dollars, so krona moves change the gain. | Plan ahead |
Which Swedish investments are PFICs?
Swedish funds of every kind, from bank index funds to the funds on Avanza and Nordnet, and European ETFs. For U.S. tax they’re passive foreign investment companies, or PFICs, and that doesn’t change inside an ISK or a kapitalförsäkring.
- Each fund needs its own Form 8621 in most years, and gains can be taxed at the top U.S. rate plus an interest charge, unless an election was made in time.
- Monthly savings in a fund each create their own block of shares for the PFIC rules.
- Not PFICs: shares of individual companies on the Stockholm exchange, Swedish government bonds, and bank savings.
An ISK holding individual Swedish shares is far simpler for the U.S. than one full of funds.
What does the U.S.–Sweden tax treaty actually say?
The treaty was signed in 1994 and updated by a protocol in 2005. For Americans living in Sweden, these parts matter most:
- The saving clause. The U.S. can tax its citizens as if the treaty didn’t exist, except for the provisions the treaty lists.
- Swedish public pension. Taxable only in Sweden, even for U.S. citizens.
- Relief from double tax. The U.S. gives a credit for Swedish income tax, municipal and state, on the same income.
- Occupational pensions don’t get a treaty deferral for U.S. citizens living in Sweden, which is why their U.S. treatment needs checking.
Social security contributions are covered by a separate U.S.–Sweden agreement, which generally means you pay into one system, not both. Read the U.S.–Sweden tax treaty on IRS.gov.
When are Swedish and U.S. taxes due?
Both tax years run January to December, so each Swedish year lines up with one U.S. return. Your pre-filled Swedish return from Skatteverket gives most of what the U.S. return needs.
| Sweden | United States | |
|---|---|---|
| Tax year | January to December | January to December |
| Annual return | Early May, pre-filled by Skatteverket | April 15, moved to June 15 automatically when you live abroad, or October 15 with an extension |
| Paying the tax | Withheld from your salary, with any balance after the final assessment | April 15, even if you file later |
| Foreign accounts | No separate report for most residents | The FBAR, due October 15, filed online |
Foreign tax credit or exclusion: which wins in Sweden?
Usually the foreign tax credit. Municipal tax alone is around 30%, with state tax on top for higher earners, so Swedish tax on a salary is normally more than the U.S. tax on it, and the unused credit carries forward for up to 10 years.
- The exclusion, up to $130,000 for 2025, is rarely better in Sweden, and it gives up the refundable child tax credit.
- Families with children can get the refundable part of the U.S. child tax credit, up to $1,700 per child for 2025, by using the credit.
- The ISK is the gap. The U.S. taxes actual dividends and fund gains, while Sweden taxes an assumed return, and spare credit from your salary can’t cover investment income.

A worked example: an engineer in Stockholm
Erik was born in Minneapolis to Swedish parents and moved to Stockholm as a teenager. He earns SEK 600,000, has a tjänstepension through work, and saves monthly in index funds in his ISK. He just learned he’s expected to file in the U.S.
| Item | How it’s handled |
|---|---|
| Salary | Swedish tax is higher than the U.S. tax on it, so with the foreign tax credit his U.S. tax on it is $0. |
| Tjänstepension | On the FBAR. Contributions and growth could be taxable for the U.S., depending on the plan, so we check it. |
| ISK index funds | PFICs: a Form 8621 for each, with every monthly purchase tracked. |
| Catching up | Three years of returns and six FBARs under the Streamlined procedures, with no penalty if he qualifies. |
Catching up from Sweden
Most Americans in Sweden who fell behind without meaning to can catch up under the Streamlined Foreign Offshore Procedures: three years of returns, six years of FBARs and, if you qualify, no penalties. If only FBARs are missing, or you’ve moved back to the U.S., another route may fit better. See every IRS catch-up option for expats, compared.
Common questions
Do I pay U.S. Social Security tax in Sweden?
Generally not if you pay into the Swedish system. The U.S.-Sweden totalization agreement prevents paying into both systems for the same work in most cases.
Should I keep my ISK?
It depends on what’s inside. An ISK holding funds can mean Form 8621 every year. We’ll show you the U.S. cost of keeping it versus the alternatives.
How do you handle krona amounts?
We convert using the correct IRS exchange rates for each year and account. It’s routine for us.
Is my Swedish public pension taxed by the U.S.?
No. Under the treaty, the allmän pension is taxable only in Sweden, even for U.S. citizens.
Does the ISK tax count as a foreign tax?
It could, but that isn’t settled: Sweden taxes the ISK on an assumed return rather than actual income. We look at your figures before deciding how to claim it.
I was born in the U.S. but grew up in Sweden. Do I have to file?
Yes, if you’re still a U.S. citizen and your income is over the filing threshold. Many people in that position catch up under Streamlined, and some then renounce. Help for accidental Americans.
